The existing Chennai Revenue District spreads over an area of 178.20 sq.km. Chennai City is one of the oldest Cities of India. Chennai District encompasses the entire Chennai Corporation including 19 villages added in the year 1979 from out of the Chengalpattu District. Click here to view the evolution of Chennai District.
Chennai District Administration is headed by the Collector with the team of officers as follows:

The Collector is the District Magistrate. District Revenue Officer has been designated as Additional District Magistrate. This District consists of five Taluks. There are no Revenue divisions. Therefore the following Deputy Collectors have been designated as Sub Divisional Magistrate for the jurisdiction noted against them.

However, The Commissioner of Police is dealing with maintenance of Law and Order, The Cinematograph Act, and Explosives Act. The Civil Supplies and essential commodities Act is dealt with by the respective Assistant Commissioners (Civil Supplies). They are under the control by the Commissioner of Civil Supplies. Therefore the Collector of Chennai has no role in this aspect.
Since the Commissioner Corporation of Chennai carries out the developmental activities of Chennai City, the Collector has no role in developmental activities as is being done in other districts. However, subjects like accommodation Control, TAHDCO are attached to the Collector.

LAND
As per the latest policy of the Government of Tamil Nadu no assignment is being given to any section of the society in Chennai city. The government in their order Ms.N0. 168 Revenue Department dt.27.3.2000 have ordered to assign the land encroached upon by the public for the purpose dwelling house, subject to the main condition that the type of encroachment should not be objected. In Chennai city, so far 24 free assignment pattas have been issued. This was one time scheme and ended by 31.3.2001.Government lands if any required by government departments/undertakings, are disposed of on alienation/transfer/lease.
Considerable difficulties are being experienced in regularizing the encroachments which are unobjectionable due to this policy. Moreover, eviction of encroachment prior to 30/06/84 could not be undertaken in view of the Supreme Court stay order to the effect that no encroachment could be removed without providing an alternative place for the encroachers. Ban on assignment of land for house-sites is also standing on the way for providing land to the needy Ex-serviceman.

TAHDCO
The District Development Officer, TAHDCO is arranging loans through Banks for self-employment schemes to the Hindu Adi-Dravidars whose annual income is less than Rs.4,300/- with a maximum of 50% of the unit cost for each scheme. Apart from this stipends is being given for various training programmes on TRYSEM pattern.
GRIEVANCE DAY
There is a Special Deputy Collector (G.D.P) who is incharge of disposal of the G.D. Petitions, C.M. Cell Petitions & Petitions under Distress Relief Schemes. The Honorable Chief Minister of Tamil Nadu has awarded a shield to the Collector of Chennai during the recent Collector's Conference for this performance in the disposal of highest number of petitions in the state.
PENSIONER'S GRIEVANCE DAY
With regard to the Grievance Day Petitions the Instructions of the Government as per the latest Government order Ms.No.247, Revenue dated 17/02/88 are being implemented. Apart from this pensioner's grievances are also being received in the Collectorate (pertaining to all departments) and a settlement meeting is organised once in three months. This subject is dealt with Personal Assistant (Accounts) to the Collector.
MOST BACKWARD CLASSES, DENOTIFIED COMMUNITIES & BACKWARD CLASSES
There are 4 Hostels meant for College male students and one for the male students who are undergoing technical education. There are two ladies Hostels for the High school Girl students and one for the college girl students. Iron box and kit bags are also being distributed to the Washerman and barbers. Further, scholarship to the students of school, college including technical and professional colleges are also issued.
ADI-DRAVIDAR WELFARE
Similarly for the development of the Adi-Dravidars there are 10 schools covering the entire Chennai city. Out of which one is a Higher Secondary School and another a High School. The rest are Primary Schools with an exception of one Middle School. There is also a Tribal Residential School located at Kodambakkam. There are 6 college hostels, one for the Technical students and 6 school hostels. Tools are supplied for various trade like tailoring, cobbler, carpenters etc. In all these hostels i.e for both Backward and Adi-Dravidar students, the facilities are thoroughly given, inadequate water supply is the main problem in all the Hostels. There are 11 Noon meal centres for the Adi-Dravidars. Maintenance of the building are also very poor, due to inadequate funds and some of them are located in the private rented building.
EX-SERVICEMEN WELFARE
The Collector is the President of the Soldiers, Sailors and District Airmen's Board of Chennai District. There is one Deputy Director assisting the Collector who is looking after the welfare aspects of the Ex-servicemen. Under this Ex-gratia payment, employment opportunities, placements and starting of self-employment industrial Schemes under SEMFEX are some of the items of work that are being done for the Welfare of the Ex-servicemen.
FLAG DAY
Flag Day Fund is being collected by the Collector from 7th December of every year. The target for the year 2006 is 86.20 lakhs.
TEACHER'S DAY
Teacher's Day Fund is collected by the Teachers' Day Celebration Committee headed by the Collector. The amount collected for the year 2006 by the Collector was 6 lakhs.
REHABILITATION OF REFUGEES
The Special Tahshildar, Enforcement is looking after the granting of house-site pattas to the Burma and other refugees. Identity cards for Srilanka refugees in Chennai District had been issued to 3583 persons by this section upto 22/03/88. Business Loan and Housing Loan for Burma and Srilanka repatriates were also given.
LAND ACQUISITION
Lands are being acquired for the Tamil Nadu Housing Board, City works, Mass Rapid Transit system (MRTS) and Chennai Metropolitan Development authority (C.M.D.A) by the respective Land Acquisition officers. To attend the residual work, one Assistant in 'J' Section has been assigned to the job.
PAY MASTER CARNATIC STIPEND
The Collector of Chennai is also the Pay Master Carnatic Stipend where pension sanctioned by the Government of India are being disbursed as per the Government order Ms.2532, Public(Political-C) Department, dt. 25/10/52. Though the money value has gone down very much, so far the Government have not enhanced this pension. Proposals have already been submitted to Government of India through the Government of Tamil Nadu to enhance this amount.
CONTINGENT PLAN FOR ANTI-DISASTER
As regards Contingent Plan for anti disaster, the Commissioner, Corporation Chennai will prepare every year at the time of pre-monsoon period, that is, North East Monsoon in coordination with the Collector, Chennai. The Collector is concerned with grant of relief, Dhotis and Sarees, cash doles for damages to huts, human loss, etc. due to fire accident, natural calamity, etc. As of now, Rs.2000 is granted for fully damaged huts and Rs.1000 for partly damaged huts. For human loss Rs.50000 is granted as relief.
